Become a Multi-County Municipality

Article 2 of the WMO allows multi-county municipalities to adopt and enforce the stormwater ordinance of a collar county. Multi-county municipalities interested in adopting and enforcing a collar county's stormwater ordinance are required to submit a letter of intent to the District. A sample letter of intent is accessible through the following link.

If your municipality intends to adopt and enforce a collar county's stormwater ordinance, please submit a letter of intent to:

After an interested municipality adopts a collar county’s stormwater ordinance by reference, a subsequent intergovernmental agreement between the municipality and District will effectuate the rights and responsibilities of such an arrangement.
