The MWRD’s Engineering Department is inviting consulting firms to submit a Consultant Resume to be listed in the Engineering Department Consultant Resume Database.  Please take the time to fill out the form and include any attachments.

This information is used to aid our engineers in the consultant selection process.  The resume provides the MWRD with a summary of your company’s core competencies. A resume must be on file in order for your firm to be considered for consulting services.  We look forward to hearing from you soon.

The Engineering Department maintains three (3) atlases: TARP and Flood Control, Sewer, and Combined Sewer Area. The MWRD atlases have been deemed exempt from disclosure in accordance with Section 7(1)(k) of the Freedom of Information Act. However, if you’d like to make a request for a specific, narrowed location within the atlas, we will consider release of those records after weighing potential security risks. 1. TARP and Flood Control Atlas (31 oversized pages)

The Tunnel and Reservoir Plan (TARP), also referred to as the Deep Tunnel, shows the underground tunnels used to intercept stormwater overflow and convey it to large storage reservoirs. TARP is comprised of four major subsystems: Mainstream, Calumet, Des Plaines and O’Hare (Upper Des Plaines).

In order to collect wastewater from local sewer systems and convey it to the treatment plants, the MWRD has constructed 547 miles of intercepting sewers, including force mains.

3. Combined Sewer Area Atlas (31 oversized pages)

The combined sewer system is designed to collect a mixture of rainfall runoff, domestic and industrial wastewater in the same pipe for conveyance to wastewater treatment plants.

The United States Environmental Protection Agency (USEPA) has implemented a nationwide initiative focused on enhancing public awareness of EPA financial assistance.  Another goal of this initiative is to increase public awareness regarding improvements that municipalities make as a result of the SRF loan programs.  Beginning October 1, 2015, all loan recipients in Illinois are required to make project public notifications.

The SRF Loan Fund provides low-interest loans to finance qualifying projects.  Upon project completion, MWRD bonds are issued at the same low-interest rate.  The current interest rate for new loans issued 7/1/23 through 6/30/24 to the MWRD is 1.81 percent.  The MWRD has authorized approximately $2.4 billion of SRF loans since the program's inception.  Several projects are currently financed through SRF loans.

The MWRD expects to receive $59.2 million in 2023 and approximately $25 million annually in new SRF loans for the next several years.  The SRF Loan Fund replaced the Federal Construction Grants program from which the MWRD had historically received 55 to 75 percent direct funding for qualifying capital improvements.
